Putin orders tactical nuclear weapon drills to deter the West

Russia's defense ministry said it would hold military drills including practice for the preparation and deployment for use of non-strategic nuclear weapons. "During the exercise, a set of measures will be carried out to practice the issues of preparation and use of non-strategic nuclear weapons," the ministry said. Russia and the United States are by far the world's biggest nuclear powers, holding more than 10,600 of the world's 12,100 nuclear warheads. No power has used nuclear weapons in war since the United States unleashed the first atomic bomb attacks on the Japanese cities of Hiroshima and Nagasaki in 1945. Major nuclear powers routinely check their nuclear weapons but very rarely publicly link such exercises to specific perceived threats in the way that Russia has.

CNN —President Vladimir Putin has ordered Russian forces to rehearse deploying tactical nuclear weapons, as part of military drills to respond to what he called “threats” by the West. Since invading Ukraine in 2022, Putin has repeatedly made veiled threats to use tactical nuclear weapons against the West, but Monday marked the first time Russia has publicly announced drills. “During the exercises, a set of measures will be carried out to practice the issues of preparation and use of non-strategic nuclear weapons,” Russia’s defense ministry said. Non-strategic, or “tactical,” nuclear weapons can be used in battlefield situations, carrying less power than strategic nuclear weapons, which have the potential to level entire cities. Putin said Russia would not be the first to test nuclear weapons, but would do so in the event of a US test.

MOSCOW (Reuters) - Russian Defence Minister Sergei Shoigu and General Valery Gerasimov, chief of the general staff, held a meeting with the commanders of troops fighting in Ukraine, the defence ministry said on Thursday. It was not immediately clear where the meeting took place. The ministry broadcast footage of the meeting, at which Shoigu addressed the training of servicemen and volunteers in reserve units. Russian media has reported that the new T-14 tank has seen combat in Ukraine. But Ukraine's military intel chief says Ukrainian forces haven't seen any T-14s in action. It's possible the T-14 has been used, but the war has tarnished the reputation of Russian tanks. "We haven't seen a single instance of this machine being used," Lt. Gen. Kyrylo Budanov, chief of Ukrainian defense intelligence, said in response to a question about the T-14 during a recent conference in Kyiv. Not only is the T-14 expensive, but Russian defense industry publications have reported development and manufacturing problems with it.

A top Russian general in Ukraine is accusing the Kremlin of "decapitating" the war effort. Maj. Gen. Ivan Popov said he was giving honest feedback to his bosses, and was immediately fired. In his voice note, Popov said he was faced with the choice of either telling his bosses what they wanted to hear or to "call a spade a spade." As of Wednesday evening, neither the Russian state media nor the Defense Ministry has commented on Popov's remarks, whether he has been fired, or on the circumstances of such a dismissal. "At the strategic level it is pretty clear that you have a significant amount of friction and confusion," General Mark Milley, the chairman of the Joint Chiefs of Staff, told a small group of reporters traveling with him in Asia. Milley said that lower-level Russian troops in Ukraine were likely more focused on the situation on the ground and surviving day to day. Since the mutiny, which posed the biggest domestic challenge to the Russian state in decades, President Vladimir Putin has so far kept Defense Minister Sergei Shoigu and Chief of the General Staff Valery Gerasimov in their jobs. In the latest surprise, the Kremlin said this week that Putin met Prigozhin and his commanders just five days after the mutiny. Lukashenko first announced Prigozhin was in Belarus, then said last week that he was back in Russia.

Russia's defense ministry said it has disarmed the Wagner Group, which launched a failed mutiny a few weeks ago. Multiple Ukrainian and Russian sources say a top Russian general was killed by a Storm Shadow missile. A Ukrainian member of parliament, Yurii Mysyagin, attributed his death to the Storm Shadow missile, according to CNN. "The British 'Storm Shadow' came to visit accurately," the outlet reported Mysyagin as saying. But the Storm Shadow, also known as a SCALP missile, is fired from an aircraft and has a post-launch range of about 155 miles. An undisclosed quantity of Storm Shadow missiles was sent to Ukraine by the UK earlier this year, with France announcing on Tuesday that it would supply Ukraine with additional missiles.

CNN —A senior Russian general in command of forces in occupied southern Ukraine says he was suddenly dismissed from his post after accusing Moscow’s Defense Ministry leadership of betraying his troops by not providing sufficient support. Gen. Ivan Popov was the commander of the 58th Combined Arms Army, which has been engaged in heavy fighting in the Zaporizhzhia region. He is one of the most senior officers to have taken part in the bloody Russian campaign in Ukraine. The recording was posted on the messaging app by Andrey Gurulev, a member of the Russian Parliament and former deputy commander of the Southern Military District. Another Russian commander, Gen. Sergey Surovikin, who has not been seen in public since the failed Wagner-led rebellion last month, is “resting,” a Russian lawmaker said Wednesday.

Since the June 23-24 mutiny, which saw Wagner fighters briefly seize a southern Russian city and march towards Moscow, the exact whereabouts of Prigozhin and his mercenaries have been unclear. He has not posted on his previously preferred Telegram channel - Yevgeny Prigozhin Press Service - since June 26, when he defended his fighters' mutinous actions. Yelizarov said there had been no attempt by Russia's security forces to "hit" Wagner fighters since the mutiny. The attempt would fail, he said, because Prigozhin himself had created and moulded the Wagner fighters "when the state did not need us".

On June 27, Lukashenko apparently confirmed that Prigozhin had arrived in Belarus per the terms of a deal with the Kremlin that saw him avoid prosecution for leading Wagner in an aborted mutiny. Lukashenko did not confirm whether Prigozhin had actually been in Belarus since the coup, and his whereabouts have been somewhat of a mystery. The deal reportedly granted him exile in Belarus and immunity from prosecution.

The 56-year-old officer, nicknamed “General Armageddon” by the Russian media because of his reputation for ruthlessness, has not been seen publicly since early Saturday. Fighters from Mr. Prigozhin’s Wagner mercenary group were on the ground in Syria at the time, and reports indicate that both Wagner and General Surovikin used the civil war for financial gain. Besides leading Russian forces in Syria, General Surovikin was in Chechnya in the early 2000s, according to state news media and his biography on the Russian Defense Ministry’s website. Human Rights Watch said in 2020 that he was among military leaders who might bear “command responsibility” for human rights violations in Syria. He was placed on a European Union sanctions list on Feb. 23, 2022, a day before Russia invaded Ukraine.
